Arusha Convention – Addis Ababa Convention

The Arusha Convention (“on the recognition of Studies, Certificates, Diplomas, Degrees, and other academic Qualifications in higher education in African States”) was adopted on September 5, 1981 in Arusha (Tanzania) and came into force on January 1, 1983. It was adopted under the auspices of UNESCO and includes UNESCO’s “African” region, that is – in addition to African countries – also Madagascar. So far, it was signed and ratified by 19 countries (out of a total number of 53 AU member countries). The Holy See could sign the Convention only starting from 1998, which was the year when 15 member countries ratified the Convention. (In theory), all members are required to have resources and instruments along the same lines as the Lisbon Convention although, in most signatory countries of the Arusha Convention, all these facilities are not all up and running yet.

The convention was updated after discussions beginning in 2009 and was adopted and signed on 12 December 2014 in Addis Abeba (Addis Convention). It entered into force on the 15th of December 2019 and has been signed and ratified also by the Holy See.
